Who is the driver?

I don't know the answer but it cant be too old as the driver is illegally driving with a cell phone.

The car was called a Speedy Engineering Special and was built and driven by Doug Serrurier.

Maybe uncle Doug was talking to Colin Chapman on the cell, looking for solutions to the funny handling characteristics.
