Need Assistance

Hi All

Can anyone give me some advise on how to get papers of a car. The previous owner just gave us a copy of the papers of the car and a permit that only lasted for 1 month and we haven't been able to reach him after that.
And any suggestions for reliable affordable mechanics. The same car that i'm wanting papers for have been broken ever since the day of purchase.
