Which produce is best used to prep the affected area before applying the dekade zinc phosphate?

Can you use automotive paint above the zinc phosphate primer?

After you grind the rust away you apply 2 coats Rust Buster. It is white in color and change to black as it reacts with the rust. Paint the inside of the affected area as well! You can buy it from any automotive paint supplier.
After the Zink phosphate you flat it with 220 water paper and paint with 2K twin pack MS primer. This is cream in color.
